Voluntary Right to Buy

We have previously made tenants aware that a Voluntary Right to Buy “Regional pilot” was due to take place. It has been confirmed that this will take place in the East and West Midlands.

However, as indicated previously this is a voluntary scheme, and it is up to individual Housing Associations as to whether they take part in the pilot. Since that time the National Housing Federation and Government (who have lead on setting up the scheme) have confirmed the expectation that all housing associations with over 1,000 general needs homes should engage with the pilot. It is also recognised that smaller Housing Associations may encounter practical barriers to participation, and the assumption is they will choose to opt out.

Alongside this, it has previously been pointed out that some homes cannot be sold in any event  due to legal restrictions, or because they would be difficult to replace. This includes many rural locations, and the vast majority of the Association's homes fall  into this category.

As a consequence of the above, the Association has concluded that due to its size (it has is significantly less that 1,000 homes); the location of its stock; and the practical barriers to participation, it will not take part in the VRTB pilot scheme.
